At its meeting on Tuesday the 14th of May, Wattle Range Council considered a report on the future operation of the Southend Caravan Park. Located directly on the foreshore of the small seaside town, the caravan park is on Crown Land under the care and control of the Wattle Range Council.
The land is leased to a private operator who is responsible for all aspects of the parks operation and maintenance. The lease agreement is in its final 5 year term which will expire in August 2020.
Council engaged the services of a suitably qualified consulting firm to review the future sustainability of the Southend Caravan Park.
Consideration was given to Council's Southend Climate Adaptation Strategy as part of the review which identified the considerable physical risk to the Park (and other assets) from coastal erosion.
The consultants also examined the parks current and future financial viability as well as the level of investment required to bring the failing infrastructure up to a suitable standard.
The report offered the following options for Council's consideration:
Option 1 - Following expiration of the current lease in August 2020, close and remediate the site and hand back to the Crown. The bush camping area could be closed or maintained via appointment of a contractor to operate/manage on Council’s behalf until no longer viable.
Option 2 – Option 1 plus identification and development of a new caravan park at an inland site in Southend. The consultants examined the opportunity for Council to develop a new caravan park on suitable land in the township. The review clearly indicates that the financial viability of a new facility is low and would place Council at significant financial risk.
Council resolved to receive and note the consultants review, and to authorise Council’s officers to undertake consultation with the community in relation to the closure of the Southend Caravan Park from August 2020.
In addition, it was also resolved to explore options for the ongoing management of the bush camping site and other available land in the town.
Council is therefore seeking input from the community and users of the park to determine their views on the findings of the Southend Caravan Park Review and the potential closure of the park from August 2020.
Council will facilitate a series of face to face consultation sessions to gain feedback from the community. Written submissions are also invited and should be addressed to the Chief Executive Officer marked ‘Southend Caravan Park Review’. They can be delivered to any of Council’s Offices or emailed to email@example.com, and will be received by Council until 5 pm on Friday, 14 June 2019.
